Delhi-NCR 10-Yr Diesel & 15-Yr Petrol Ban: EV Retrofit, Inter-State NOC or Scrappage? (2026)

Published by Adv. Rajesh Verma on 22 October 2026

1. The NGT & CAQM Mandate: Automatic Deregistration

Under Supreme Court orders and Commission for Air Quality Management (CAQM) directives:

  • Diesel Vehicles: Automatically deregistered in Vahan on the exact day they complete 10 years.
  • Petrol Vehicles: Automatically deregistered in Vahan upon completing 15 years.
  • Zero Grace Period: Plying or parking deregistered vehicles in Delhi, Gurugram, Faridabad, Noida, or Ghaziabad triggers instant impounding and towing to RVSF yards.

  • 2. Option 1: Securing Inter-State NOC Before the Cut-Off Date

  • The Golden Rule: Apply for an RTO Form 28 NOC at least 6 to 12 months before the 10-year (Diesel) or 15-year (Petrol) deadline.
  • Eligible Destination States: States that accept Delhi-NCR vehicles include Rajasthan (non-NCR districts), Punjab, Himachal Pradesh, Jammu & Kashmir, and North-Eastern States.
  • Sell the vehicle in destination states where 15-year/20-year fitness rules remain standard.

  • 3. Option 2: ARAI-Approved Electric Vehicle Retrofitting

  • The Delhi Government officially permits retrofitting deregistered vehicles with ARAI/ICAT type-approved EV conversion kits.
  • Once the electric kit is installed and inspected at the RTO, the vehicle is granted green plates and permitted to ply in Delhi-NCR without any age ban.

  • 4. Option 3: Official Scrappage & Certificate of Deposit

  • If you cannot sell or retrofit, surrender the car to an authorized RVSF facility to secure a digital Certificate of Deposit (COD).
  • Use the COD to claim a 25% road tax concession and 5% OEM discount on your next new vehicle purchase.

    Frequently Asked Questions

Can I get an RTO NOC for a Delhi diesel car after it completes 10 years?

No. The Delhi Transport Department strictly prohibits issuing Form 28 NOC once a diesel vehicle crosses the 10-year mark. You must apply for the NOC BEFORE the 10th anniversary of registration.

Can police seize a 10-year-old diesel car parked outside my house in Delhi NCR?

Yes. Enforcement teams from CAQM and Delhi Transport have the legal power to tow and impound end-of-life vehicles parked in public streets and send them directly to scrap yards.
